Emphasis on technological independence and digital sovereignty in cyber security

The Cyber ​​Security Board convened under the chairmanship of President Recep Tayyip Erdoğan.

At the meeting; The reflections of global and regional geopolitical developments on the cyber security environment, current international cyber security events and changing threat dynamics were comprehensively discussed. In this context, information was presented to the Board about the effects of developments in artificial intelligence technologies on the nature, scale and speed of cyber threats.

The effects and risks of algorithmic manipulation and cognitive influence activities carried out on digital platforms on national security and social resilience were evaluated.

The importance of digital sovereignty for national security was emphasized; Protecting critical infrastructures, increasing national cyber resilience and deterrence capacity, and technological independence were considered among the strategic priorities of Turkey's security and development policies. In this context, the Digital Sovereignty Strategy, prepared to strengthen Turkey's sovereignty in the digital field, reduce foreign dependency in critical technologies and improve national technology capacity, was presented to the Cyber ​​Security Board.

It was decided that the decisions taken in line with the strategic goals determined in the Digital Sovereignty Strategy will be implemented by relevant institutions and organizations within the framework of their duties and responsibilities, the implementation processes will be effectively monitored and the progress will be evaluated regularly.

Considering the nature of cyber threats that can spread rapidly and affect different sectors simultaneously, strengthening inter-institutional coordination and coordination, developing common risk assessment competencies and ensuring unity of application were emphasized, and the determination to deepen the cooperation between public institutions, private sector and academia and to develop a holistic cyber security ecosystem was confirmed.
