Legislative proposal stating that the ratification of the Mecca Agreement is appropriate
Mekke Anlaşması'nın onaylanmasının uygun bulunduğuna dair kanun teklifi TBMM'de

The bill submitted to the Presidency of the Parliament with the signature of the Speaker of the Grand National Assembly of Turkey, Numan Kurtulmuş, consists of 3 articles.

In the general justification of the proposal, it was reminded that the Mecca Agreement for Common Defense between the Republic of Türkiye, the Islamic Republic of Pakistan and the Kingdom of Saudi Arabia was signed in Mecca on 7 August 2026.

The agreement aims to strengthen strategic dialogue and a culture of working together based on mutual trust among the countries of the region based on the understanding of regional ownership, to establish a security approach based on cooperation and collective deterrence in the Middle East and beyond, and to produce solutions to the problems of the region within the region itself.

"It is evaluated that if a permanent stability and security environment is established in our region by deterring aggression in this way, this will have extremely positive socio-economic effects on all regional countries in the medium and long term. In the Mecca Agreement, the parties undertake to cooperate in order to protect each other's independence, territorial integrity and sovereignty, and in this regard, to support each other in the exercise of their defense rights arising from the UN Charter, with measures they deem appropriate, including the deployment of military means and capabilities within the framework of each party's own constitutional obligations, national legislation and the decisions of its competent authorities. they do."

In the justification stated that the application of the collective defense provision of the agreement will not be automatic and that this issue will be based on decisions to be taken by consensus as a result of consultations, "In this context, the Mecca Agreement aims to strengthen the defense and security of the party states on the basis of collective deterrence against threats and attacks, including terrorism, which are determined to affect their defense and security by the joint evaluation of the parties, and in this context, aims to increase interoperability, cooperation and coordination between the armed forces of the parties." The statement was included.

It was stated that the agreement aims to deepen cooperation in the field of defense industry.

In the justification, it was emphasized that the Mecca Agreement was built on the principles of regional ownership, cooperative security and inclusiveness, and that the purely defense-oriented agreement did not target any country, and the following was noted:

"The agreement is open to the participation of all regional countries that seek to contribute to regional peace, stability and security, respect international law and embrace the principles of territorial integrity, sovereign equality and non-interference in internal affairs. The Mecca Agreement does not eliminate or replace any bilateral or multilateral obligations of our country arising from other alliances or agreements. On the contrary, the stability and security environment aimed to be achieved in the Middle East region with the effective implementation of the agreement is also compatible with the objectives of NATO, another alliance of which we are a member, in the context of Euro-Atlantic security. "It is evaluated that the Mecca Agreement will take our bilateral relations with Saudi Arabia and Pakistan to a new level by deepening the security and defense cooperation between us, and will also support our constructive and proactive efforts to ensure security and stability in our region by providing an inclusive regional cooperation mechanism."
