Minister Fidan attended the Control of Border Artificial Intelligence Models meeting

Pointing out the necessity of an approach that can be accepted by all countries, based on mutual recognition of security assessments between countries within the framework of common rules, Fidan emphasized that global trust in artificial intelligence can only be established if all countries have access to scientific capacity and necessary evaluation facilities.

"A Call for Control of Frontier AI Models", prepared under the leadership of Norway and Finland and announced on September 21 with the participation of 20 countries and the President of the European Union (EU) Commission on the margins of the High Level Week of the 81st UN General Assembly, is supported by 30 countries and the EU Commission as of October 22.

Confirming the contributions that AI can make to economic development, scientific progress and social well-being, the call calls for companies to develop transparent security protocols that include mandatory pre-launch testing and independent evaluation and to provide adequate access to competent auditors, for governments and regional organizations to co-ordinately develop common standards, to strengthen transparency, including joint reporting of serious security incidents, and to ensure that all countries have access to scientific capacity, expertise and reliable assessment facilities, and for UN member states to set standards, enable verification and set capability thresholds, building on existing international mechanisms. It puts forward three concrete suggestions to consider the establishment of an international institution that, when overcome, can make inter-state coordination possible.

Turkey joined the call on September 21, when it was announced, and was thus among the first 20 participants of the call, making it a part of this interregional initiative, which brings together countries from Europe, Asia-Pacific, Africa, the Gulf and Central Asia, from its inception.

Türkiye's participation in the call was a reflection of its principled stance towards the management of artificial intelligence in a human-centered, safe, reliable and inclusive manner, and its support for advancing international cooperation in this field on the basis of the UN and in a way that leaves no country behind.

While Turkey actively contributes to international processes related to the development and management of artificial intelligence, with its constructive role bridging regions in the governance of new technologies and its approach to fair access to technological opportunities, it put into effect the National Artificial Intelligence Strategy (2021-2025), the first national strategy document in the field of artificial intelligence, in August 2021.

Türkiye Artificial Intelligence Action Plan (2026-2030), prepared following this strategy, came into force with the Presidential Circular No. 2026/9 published in the Official Gazette dated August 18.
