Local moves in local vaccines and medical devices

In order to strengthen domestic production and supply security in the pharmaceutical and medical device sector in Türkiye next year, vaccine and biotechnological drug projects will be supported, partnerships will be established for the development of domestic cancer diagnostic kits, and public procurement will be used effectively in the commercialization of innovative medical devices.

According to the compilation made from the 2027 Presidential Annual Program, it is aimed to increase competitiveness in the global market, reduce import dependency and ensure supply security by taking advantage of the leverage effect of public procurement in the pharmaceutical and medical device sector.

In this direction, steps will be taken to develop the production, R&D, clinical research, testing and analysis infrastructure. "New vaccine candidate" projects regarding the vaccine and its subcomponents will be supported in partnership with industry, public and private sectors. It will be ensured that vaccines within the scope of the immunization program can be produced in Türkiye. With the program, projects for the development and production of vaccines will be supported by collaborations between the public, private sector and R&D ecosystem stakeholders.

In addition to supporting the production and development activities of biosimilar drugs, calls will be opened for the development of priority pharmaceutical technologies and biotechnological drugs. In order to increase access to medicine, financial and infrastructure support mechanisms will be created to enable the production of biotechnological medicines, whose protection period has just expired or will expire soon, in Türkiye, taking into account patent rules.

Certification programs for the use of laboratory animals will also be organized.

Strategic collaborations and project partnerships will be established with the private sector in order to develop domestic cancer diagnostic kits and produce prototypes.

Scientific consultancy will be provided for clinical research processes to startups developing vaccines, drugs, medical devices, diagnostic kits and artificial intelligence-based health technologies.

During the preparation of innovative health technologies for clinical research, guidance will be provided regarding the protocol, center selection, volunteer participation, ethics committee and regulatory processes.
